Carlos holds more than fifteen (15) years of experience on normative regulatory aspects, having provided legal advise to different organisms in the State in the areas of Energy Law and Public Transport Infrastructures.  
Within his professional experience, Carlos has been in charge of the legal evaluation of financial aspects and regulatory in the concessions of public transport infrastructures. Furthermore, he has provided legal advice in topics related to energy, with emphasis on electric regulatory aspects. Finally, he has been in charge of the implementation and monitoring of the system of quality management in some procedures of OSINERGMIN.
Carlos has worked for public administration until 2007, in the legal area of Organismo Supervisor de la Inversión en Infraestructura de Transporte de Uso Público (OSITRAN) and in the legal area of Organismo Supervisor de la Inversión en Energía y Minería (OSINERGMIN).
